Generalist queues optimize for volume; specialist pods optimize for reliability in nuanced domains. Most programs need both, but they should never be mixed without routing policy.
A common pattern is to route baseline scenarios to general queues and high-risk or domain-critical scenarios to specialist pods.
Routing policy
Start with scenario tagging by risk and domain depth. Add reviewer eligibility constraints and escalation triggers on low-confidence outcomes.
Use adjudication outcomes as training signal to refine queue assignment and specialist capacity plans.
